Executive Order 13166 - ground zero on federal government initiatives on LEP issues, this is the U.S. Department of Justice threshold authorization on "Improving Access to Persons with Limited English Proficiency," governing all entities receiving financial assistance under the Title VI of the Civil Rights Act of 1964.
U.S. Department of Justice LEP Regulatory Guidance @ 67 Federal Register 41455-41472 (June 18, 2002) - federal regs applicable to all federal agencies; advocates should be sure to check for specific federal agencies guidance.
Settlement in Asociación de Trabajadores Fronterizos (January 2006) (caveat: download is a 2.5 MB file) - U.S. Department of Justice settlement agreeing that the Trade Adjustment Assistance program must offer bilingual job technical skills training programs.
